San Juan Unified Open Enrollment: A Homebuyer's Guide to Schools and Boundaries
If you're buying a home in the Sacramento area, the school district is often part of the decision. San Juan Unified School District spans roughly 75 square miles, including Arden-Arcade, Carmichael, Citrus Heights, Fair Oaks, Gold River and Orangevale. It also offers more school choice than many buyers realize. This guide covers how school boundaries work, how the open enrollment lottery works, and how your home's location can affect your options.
Start with your neighborhood school
In San Juan Unified, each student who lives in the district is assigned a neighborhood school according to their home address. When you're touring homes for sale in Carmichael, Fair Oaks, Orangevale, or Citrus Heights, look up each address in the district's School Finder tool. Boundaries can change, so check with the district before you make an offer if the assigned school matters to you.
What is open enrollment?
Open enrollment lets you request a school other than your assigned one. The lottery runs once a year and is open to families living inside San Juan Unified's boundaries. A request is granted only if the school has room and the family can handle transportation. How much room a school has depends on its physical and program capacity, after its own resident students are placed.
Timing doesn't affect your chances. Requests aren't handled in the order received. Every application goes into a computerized lottery, so you can apply at any point while the window is open.
When is San Juan Unified open enrollment?
The district hasn't announced dates for the 2027–28 school year yet, but the timing is usually similar each year. Last year, applications opened at 8 a.m. on Dec. 1, 2025, and closed at 5 p.m. on Jan. 23, 2026. Results were emailed through PowerSchool around the end of the first week of February.
If you win a seat, you have one more step. Current San Juan Unified students only need to accept the seat. New students must also complete the district's full enrollment process.
Closing on a home after January? You still have an option. Families who missed the open enrollment window can request an intradistrict transfer. Last year's priority window for those requests ran from March 2 to April 24, 2026. Keep in mind that each student may submit just one transfer request per year.
Does where you buy affect your lottery odds?
Yes, in some cases. The lottery is random, but some applicants get priority. The top priority goes to students returning to their resident school. Next are students with a sibling at the requested school, students whose parent works there, and requests for state-identified priority schools. After that come families of district employees, families living within a 40% superimposed boundary of an open school, and families living next to the requested school's boundary. All other resident families come last.
For buyers, this means a home near a popular school can do two things for you. It can put you inside that school's boundary, where your child is assigned automatically. Or it can put you in a higher lottery priority group, even for schools that have no boundary. A better priority group improves your odds, but it doesn't guarantee a seat. Confirm the current rules with the district before you rely on them.
Open enrollment–only schools in San Juan Unified
A handful of San Juan Unified schools can only be reached through the open enrollment lottery, because they have no attendance boundary. "Fundamental" schools usually follow a more structured program, while "open" schools use a more flexible approach. At these district-wide schools, parents choose to enroll and sign an agreement to take part in school activities.
Open-structure schools
- Cambridge Heights Elementary, Citrus Heights
- Mission Avenue Open Elementary, Carmichael
- Orangevale Open K-8, Fair Oaks
Fundamental schools
- James Cowan Fundamental Elementary, Sacramento (Arden-Arcade area)
- Harry Dewey Fundamental Elementary, Fair Oaks
- Green Oaks Fundamental Elementary, Orangevale
- El Camino Fundamental High School, Sacramento (Arden-Arcade area)
Two fundamental schools work differently. Casa Roble Fundamental High School in Orangevale and Pasteur Fundamental Middle School have neighborhood attendance boundaries, so students who live inside them don't need to go through open enrollment. If either school is on your list, compare listings inside the Casa Roble or Pasteur boundaries.

Frequently asked questions
How do I find the school boundary for a home in San Juan Unified?
Enter the address in the district's School Finder tool on sanjuan.edu. Because boundaries can change, confirm with the district before you buy.
Does buying a home guarantee a spot at a specific school?
A home inside a school's boundary is assigned to that school. For open enrollment–only schools like Mission Avenue or Orangevale Open, no address guarantees a seat. Living nearby can put you in a higher lottery priority group.
What is a fundamental school?
A fundamental school offers a more structured program and asks for active parent participation. San Juan Unified's fundamental schools are Cowan, Dewey, Green Oaks, El Camino, Casa Roble, and Pasteur.
When is San Juan Unified open enrollment?
The window usually runs from early December through late January, and results arrive in early February. Check sanjuan.edu/openenrollment for the current year's dates.
